Meeting called to order at 6:45 PM

Members present

Jules Kniolek, Vice Chair; Terry Dyke, Secretary; Justin Irving, Girard Kinney, Emily Schwartz

Members absent

Katie Halloran, Chair; Rebecca Kohout, Treasurer; Jeremy Mazur, Jennifer Potter-Miller, Mark Schiff

Quorum call

In the absence of Ms. Halloran, Mr. Kniolek served as meeting Chair.

Mr. Mazur tendered his resignation from the SC via telephone in the presence of members assembled, who then agreed that they constituted a quorum.

* Motion from Ms. Schwartz to accept Mr. Mazur’s resignation.
Vote: 5 in favor, 0 opposed
Resolved: Motion carried

Reports

Treasurer: Ms. Kohout was absent due to illness and forwarded a report via Mr. Kniolek stating that the present CNA bank balance is $ 7,844.

LUT Committee: Mr. Kinney presented the meeting notes from the last LUT meeting (attached) and answered SC members’ questions.

ANC Representative: Mr. Irving reported that he attended the 12 January ANC mixer and will submit a writeup for the record. Mr. Kniolek submitted written report (attached as corrected) on ANC-East meeting of 13 January 2015. The report notes that ANC dues of $50.00 are due this month.

Business

* Motion from Mr. Kinney to appoint Mr. Irving as representative to Austin Neighborhoods Council (ANC).
Vote: 5 in favor, 0 opposed
Resolved: Motion carried

* Motion from Mr. Kinney to appoint Mr. Kniolek as alternate representative to ANC
Vote: 5 in favor, 0 opposed
Resolved: Motion carried

* Motion from the floor to direct the Secretary to search the record to confirm the names and status of representatives to Upper Boggy Creek (UBC), currently believed to be as follows:

  • Mr. Kinney, homeowner rep
  • Mr. Kniolek, business rep
  • Ms. Schwartz, homeowner rep
  • Ryan McElroy, alternate;

Furthermore, to acknowledge that the following are currently representatives to The North Central I-35 Neighborhood Coalition 2 (NCINC2):

  • Mr. Kinney
  • Mr. Kniolek
  • Ms. Schwartz

Resolved: Motion carried on consensus
* Motion from Mr. Kinney to resolve that, in the matter of 3216 Lafayette Avenue, the CNA does not oppose the existing carport being relocated so that it is located completely on the private property, attached to the existing garage.

* Motion from Mr. Kinney to accept Ms. Halloran’s resignation as SC Chair
Vote: 5 in favor, 0 opposed

* Motion from the floor to elect Mr. Kniolek as Chair
Resolved: Motion carried on consensus

* Motion from Mr. Kinney that he forward to Mr. Kniolek the final version of the “I35 ramp opposition letter” and that Mr. Kniolek then send it over his signature as Chair to the appropriate recipients.
Vote: 5 in favor, 0 opposed
Resolved: Motion carried

* Motion from Mr. Kinney to include Mayor Adler and Councilmember Tovo in the recipient list of the I35 ramp opposition letter.
Vote: 5 in favor, 0 opposed

* Motion from Mr. Dyke that he provide to the SC a suggested “hit list” of potential SC nominees, as well as names of present members (and their term status); furthermore, that Mr. Dyke, Mr. Kinney, and Mr. Kniolek proceed in approaching Cherrywood residents as potential SC nominees or alternatively, potential members of the Nominating Committee.

* Motion from the floor to create a presentation on the “permit scraper” to the February General Meeting, with Mr. Kniolek and Mr. Kinney taking on the assignment.

* Motion from Mr. Dyke that designated SC members approach the following organizations to make presentations at General Meetings throughout the year:

  • Capital Metro (Mr. Kinney)
  • City of Austin Urban Transportation/Kyle Keahey (Mr. Kinney)
  • Austin Independent School District (Mr. Irving)
  • Austin Police Department (Mr. Kniolek)
  • Austin Neighborhood Council (Mr. Kniolek)
