SUMMARY The subcommittee had minor revisions to the MOU that were acceptable to both the Neighborhood Planning Team (NPT) members in attendance and to representatives from the City. Chris Sharman was unanimously selected as interim planning team chair and agreed to sign the MOU at the next NPT meeting. After the presentation, disposable cameras were distributed to volunteers from the NPT to take photographs of the neighborhood planning area. These photos will be used to create neighborhood design guidelines for the neighborhood plan. Please note: Cameras are due on Dec 12 (Tue, the next meeting). A subcommittee was formed to review the survey and recommend neighborhood-specific elements that can be added to the survey. |

City Staff: Gina Copic, Pollyanne Melton, and Mark Walters from PECSD/ Neighborhood Planning.
Meeting began at 6:35 PM
The first order of business was to approve the last meetings decision record.
Decision: The record was approved with no objections or revisions.
The Memorandum of Understanding (MOU) was the next item on the agenda. Chris Sharman acted as spokesperson for the subcommittee that met and reviewed the document on 10-31-00.
Decision: The subcommittee had minor revisions to the MOU that were acceptable to both the Neighborhood Planning Team (NPT) members in attendance and to representatives from the City. Chris Sharman was unanimously selected as interim planning team chair and agreed to sign the MOU at the next NPT meeting.
The next agenda item was a presentation about Neighborhood Design Guidelines by Pollyanne Melton.
Decision: After the presentation, disposable cameras were distributed to volunteers from the NPT to take photographs of the neighborhood planning area. These photos will be used to create neighborhood design guidelines for the neighborhood plan. Please note: Cameras are due on 12-12-00.
The next matter of business was to address some housekeeping issues. There would be no NPT meeting on 12-26-00. The month of December will be dedicated developing the survey and establishing a vision for the Upper Boggy Creek Planning Area.
The next agenda item for discussion was the standard neighborhood surveys. Gina Copic discussed the two types of surveys: a residential survey and a business and non-resident property owner survey. The discussion also involved different strategies to boost the return rate. The consensus from staff that hand delivered residential surveys tend to have a higher response rate than those mailed to residents.
Decision: A subcommittee was formed to review the survey and recommend neighborhood-specific elements that can be added to the survey. The members of the subcommittee are:
Dorothy Wade
Bo McCarver
Dave Westenbarger
Lyn Estabrook
Steve Wilson
Lex Dale Owens
Jules Vieau
It was also decided that the survey should be distributed
at the same time as the Cherrywood Neighborhood Association newsletter
in mid-January 2001 as a way to boost the response rate.
The final suggestion of the evening was to possibly change
the meeting date to a day other than Tuesday. This was suggested
because of other meetings held on Tuesday evenings did not allow several
people to attend the NPT meetings. Wednesday was suggested.
The NPT decided to vote on the matter at the next meeting.
At the next meeting, on 11-28-00, a representatives of the Cherrywood Neighborhood Association will present the findings of their vision workshop.
Also, the assembled planning team will review the neighborhood
survey.
