4:50 P.M. Meeting called to order (no quorum)
*Officer Reports*
- L. Estabrook reports that R. Kohout handed off the Treasurer duties to her at the last general meeting. Notes four people volunteer to help with Flea advertising and that she will be contacting them to follow up. Suggests creating a Flea advertising sub committee.
- J. Vieau suggests creating a rate sheet for Flea advertising and a list of current accounts.
- G. Kinney suggests including a map of businesses and an article about a neighborhood business in each issue.
*Committee Reports*
PLANNING & ZONING:
- G. Kinney reports that an agreement has been reached between CNA and the proposed Growing Tree daycare at 2807 Robinson. Growing Tree has agreed to amend their permit with the City to
> limit their business to 25 or fewer children, and
> require their permit to expire if they are not "in-use" for 90 continuous days.
They also signed an agreement with CNA agreeing that they would
> limit the size of their facility,
> mitigate traffic related to their business,
> not allow transferal of ownership.
- J. Vieau notes that Hangars construction is temporarily halted pending City permits.
- L. Estabrook suggests letter to City to assure that Hangars will follow existing codes.
- J. Vieau requests that P&Z Committee send a letter to the City and request a meeting with the proprietors of Hangars.
- G. Kinney volunteers to meet with the City Transportation committee to discuss Hangars truck use re: the potential 38½ St. downgrade.
TRAFFIC COMMITTEE
- G. Kinney notes there will be two design charrettes. One on March 2, concerning the proposed substation at I-35 and 38½ St. and the other on March 17 concerning the redesign of the Airport/I-35 intersection.
*Other Business*
- J. Vieau reports in Rosewood Neighborhood Association meeting. Notes we share many similar goals with this group and suggests CNA help them out with an activity such as their "Clean-Up Day" to get to know them.
- J. Vieau suggest forming a Planning Committee to review CNA's goals and to find better methods to communicate with the neighborhood at large.
- J. Vieau notes he would like to meet one-on-one with Steering Committee members to discuss roles and participation.
- R. Schwarz suggests moving the Steering Committee meeting back to a weeknight and volunteers to poll the committee to find an acceptable night.

1. MOTIONS
<> Endorse a Bicycle Advocates' Council request that the City, TXDoT, and CAMPO devise a plan for improvements that would provide for pedestrians and bicyclists a safe crossing of IH35 at Hancock Center and apply for applicable federal funds. PASSED unanimously.
<> Elect Robbin Howard to fill Chay Rees's unexpired term ('til Oct. 2001) on the Steering Committee. PASSED unanimously.
<> Change General Membership meeting day from 4th Wednesday to 3rd Wednesday of January, April, July, and October. PASSED unanimously.
2. ELECTRIC SUBSTATION
Austin Energy has contracted with the ABB Group <www.abb.com> to complete a new substation on the grassy area behind Pinky's Pagers by September 2001. Unlike familiar "open air" ones, ours will be a "gas insulated substation" <www.mehk.com/mehk/p&m/MAR/gis/gisn.htm>. It will be small (20' x 40'), enclosed in an attractive 15'-high walled compound and building, landscaped, and indeed something quite new in Austin. CNA will be invited to participate in a design charrette within the next month. Our point person is Mike Damal.
3. DAY CARE CENTER REQUESTS ZONING CHANGE FOR 2807 ROBINSON
More info is promised. It may or may not pass muster with our Development Guidelines [<cherrywood.org> | Library]. The Planning Cmsn plans a hearing on Jan30. Mike Damal will post more details as they emerge.
4. UPPER BOGGY CREEK PLAN
The plot thickens. The City has one agenda ~ spread some help and money around to win inner-city neighborhoods' support for Smart Growth. We have a different agenda ~ use their help and money to promote our own goals, some of which we may share with the City. Skepticism is growing, but some of us hold onto the hope this "Plan" will yield benefits. Meetings are at Maplewood School every 2nd and 4th Tuesday, 6:30p. They're open, and increasingly getting down to brass tacks. Contact Steve Kreger.
5. TREES
Mike Damal's arborist team planted 25 trees in people's front yards last fall.
6. AUSTIN FILM SOCIETY
This group <www.austinfilm.org> which is using hangars at Mueller for feature film-making ("Miss Congeniality," forthcoming production with Dennis Quaid, etc.) is interested in various sorts of ties with their neighbors. Dolly Ensey is our point person, and thinks there may be enough of interest here to justify an AFS page on our CNA site.
7. TRAFFIC
<> Watch for 90 days of construction to begin any day now on our stretch of IH35. Out will come 5 on- and off-ramps; in will go 1 longer, safer on-ramp in either direction (N-bound near Concordia Ave, S-bound near St. David's Hospital)...
<> TXDoT continues to be confusing and non-communicative on its longer-range IH35 upgrade plans ~ nothing new to report yet... <> 38-1/2 St east of Delwood Center seems destined to have its "arterial" status downgraded ~ our proposal has gotten through staff, committee, and Planning Cmsn but not yet through Council and CAMPO...
8. HOSPITALITY
Lyn Estabrook introduced an appealing Welcome Basket prototype for distribution to new Cherrywood residents ~ it would have some goodies, info about Cherrywood and CNA, and eventually coupons from local businesses. Outgoing Treasurer Rebecca Kohout cautioned that distributing 100 or more of these annually @ $10 a pop could consume half to 2/3 of our budget. At this moment, epiphany. Steve Wilson, Store Manager at Fiesta, attending tonight for the first time, offered to underwrite the initiative. (Steve has been attending Upper Boggy Creek Planning Team sessions, making his conference room available for PT meetings, and responding to requests to keep Fiesta's parking lot cleaner ~ a new era in Cherrywood - Fiesta relations!
