July 2014 Mueller Update

Heading south on Berkman in Windsor Park, you can’t miss the Mueller building under construction to the west of HEB and near the recently opened Satellite Healthcare Dialysis building. It will be a Neighbors Emergency Center, a Houston-area based company now expanding into Austin. They will offer twenty-four hour emergency medical care, including on-site clinical laboratory, X-rays, CT scans and ultrasound services, treating head injuries, cuts, broken and dislocated bones, sprains, burns, infections, breathing trouble and flu symptoms. Their website indicates they’re shooting for a summer 2014 opening! More information is available at nec24.com.

In early conceptual plans, Berkman extended about halfway into Mueller south from 51st Street, but did not continue through the site, a design likely to have lessened cut-through traffic in Windsor Park and JJ Seabrook, and the speeding cars that Mueller residents on Berkman near Manor Road are now experiencing. The street is now fully platted and cannot be significantly altered within Mueller, but some traffic decisions regarding Berkman are yet to be made.

Berkman doesn’t qualify for the City’s Local Area Traffic Management program because it isn’t yet fully built, and won’t be until the end of 2015. Then, each side will consist of sidewalks, cycle-tracks & curb, parallel parking, and a single traffic lane, all separated by a wide “transit corridor” median. A few intersections will widen to provide left-turn lanes. Traffic engineers vow this “high friction” design will naturally slow most vehicles. Catellus, aware of neighborhood concerns, met with Mueller’s Berkman residents in mid-June, and plans to later meet with the wider community affected by Berkman traffic within Windsor Park and on Pershing in the JJ Seabrook neighborhood. Catellus also hired a premier traffic circle/roundabout consultant, and City Transportation Department staff will participate in the meetings.

Consultants are also finishing up on a detailed utility and existing condition survey so that final design plans can be drawn for the E. 51st Street Vision Plan. Bonds were passed for this project in 2012, and while this project may be phased, some construction could begin next year. More information is available here.
