The Redeemer Agreement (Dec 14, 2006)
[1] Scott Way (an attorney living in the Chestnut area) writes: I am happy to report to you that we reached a compromise last night at City Council which I believe is the best alternative given the situation with the Redeemer Presbyterian Church. First of all, let me recap our goals: to limit the height of Redeemer’s sanctuary, to locate the sanctuary on the site in a less prominent (read: intrusive) place, encourage Redeemer to divest of the Northern and Southern portions of their tract for future mixed-use development in accordance with the transit oriented plans. We were able to achieve the following: • The Sanctuary only will be 60 feet in height, placed about as far as is possible from Alexander and further South on their site than originally planned. All other buildings can only be built to 40 feet. Redeemer will likely be starting construction in the first half of next year. They have promised a world-class facility for choral and other concerts that they will open to the public. I believe we will be lucky to have them in our midst, and I urge you all to embrace them. To ensure that they live up to their promises, we should do our best to make them part of, and vested in, the community. Finally, we have many people to thank for sticking with the neighborhoods. Councilmembers Kim and Martinez were strong supporters. We also had some help from Councilmembers Cole, Leffingwell and McCracken. In the background all of your support helped push Council in the right direction, especially Pastor Parker’s calls and encouragement to Council. Scott E. Way [2] Girard Kinney adds: Q: Does this mean the entry to Redeemer will be from Alexander? A: The short answer is yes. As you may know, the plan that was developed as a part of the Envision Central Texas worksop on that site, consistent with the neighborhood plan, broke the strip from MLK to Manor into several blocks; in those plans, and in the newly adopted Commercial Design Standards, there is a strong bias against "superblocks". The problem on this site, and for us on Manor, is that because of topography and the proximity to the RR, there is really no feasible way to have an entry to the site directly from Manor Road. So, the reality is that ANY development of the northern eight acres of the eleven acre site is going to be accessed from Alexander. Their original plans called for a single entrance, which would have been a nightmare, their revised plans treat their site more like traditional city blocks, with two internal drives perpendicular to Alexander, that function similar to City Streets; they will be tree-lined, have sidewalks, etc. The most northern of these "streets" will intersect Alexander several hundred feet south of Manor, and that entrance will probable serve both the church and the mixed use development along Manor from the rear, with the uses along Manor having only pedestrian entrances on Manor. Some scenarios would have one more entrance on Alexander, closer to Manor. |

UBC may “opt out” for selected commercial or multi-family properties in these corridors where we DO NOT wish them to apply. Also, UBC may “opt in” for other properties where we DO wish them to apply. | To clearly distinguish the 4-neighborhood Plan, the Team decided to refer to the Cherrywood Planning Area hereafter as the UPPER BOGGY CREEK PLANNING AREA (Blackland ~ Cherrywood ~ Wilshire Woods ~ Delwood-2)...
Some new participants joined the effort this time... A Planning Team Leader will be chosen in about a month, and a Memorandum of Understanding signed laying out what the City and us neighbors respectively will undertake to contriubute... The process began sloppily, as it must ~ a few minutes of brainstorming to reveal items we would like to see included in the Plan yielded a diverse list (everything from a Stop sign at one intersection, to a Vision of the residential character of this whole area in 25 years, and how we would like to relate to Smart Growth)... This list, after some deliberation, will inform a neighborhood survey to factor in first responses from folks in general... Then further distillation... Until the Planning Team creates its own communications channel, you may email suggestions of items you might favor to City Planner Gina Copic <regina.copic@ci.austin.tx.us>.... |
| ~~~~~~~ Future meetings will occur every 2nd and 4th Tuesday, 6:30p at the School. The next one will be Oct. 24... ~~~~~~~ 20 very interested neighbors attended this time, the core I presume of the Neighborhood Planning Team (NPT) ~ 2 from Blackland, 1 from Wilshire Wood, and 17 from Cherrywood ~ plus 3 City Planning staff (who appeared to be shell-shocked from the contentious nature of previous NPTs ~ they will quickly appreciate this group is different... Occasionally productive discussion dwelled on how to proceed, how to insure the NPT is sufficiently representative, communications, and what to call the 4-neighborhood planning area... My vote for the most philosophically interesting conundrum ~ whether neighborhood homeless should be represented... Attendees were optimistic that participation would grow as tasks become more tangible. The next meeting should choose an NPT; decide on a name; articulate main issues in the three areas of land use, transportation, and "urban design;" and perhaps set up an adjunct process to handle problems with existing remedies, not requiring planning as such. If all goes as scheduled, a draft plan should emerge next May and be ready for a general vote in July. Michael McClendon started the ball rolling by volunteering to deliver to every local business an invitation to join the discussion Mailings to the whole planning area will be infrequent.
