Vineland Neighbors Meet with Developers of 4020 Airport

On Sept. 24, neighbors from Vineland and 40th St. met with PSW Real Estate representatives Glen Coleman and Eduardo Garza to discuss two different proposals for the property at 4020 Airport. PSW has the land under contract and plans to build a mixed-use commercial and multi-family project. There is also the possibility of building an all-residential project that would require two exemptions from the restrictions currently in place on the property. The proposals will be presented to the wider Schieffer-Willowbrook neighborhood on October 8, at a 7 p.m. public meeting at Genesis Presbyterian Church.

PSW referred to the mixed-use proposal s Plan A. The project is for 25-28 mostly one-bedroom apartments above commercial space on the first floor. It would maintain limited business hours, keep light trespass rules in effect, and keep the setbacks a minimum of 25 feet. No variances or zoning changes are required for this plan.

The residential-only proposal, referred to as Plan B, consists of 17-19 townhomes on long 30 ft. lots with garage access through an alley off Airport Blvd. The developers said the residential-only option was on the table because some of the immediate neighbors had voiced objections to a commercial use at the site. If they find a majority of neighbors prefer a residential designation, they would need their support to pursue two changes to the current restrictions: 1) removal of one clause in the Conditional Overlay that mandates 35% commercial, and 2) removal of the requirement of an 8-foot masonry wall along the creek and Schieffer Ave. (but not 40th St.

Neither of PSW’s proposals would exceed 32 feet or two stories. The draft concept drawings they provided were schematic, showing only the zoning regulations and city setbacks as well as possible building locations and footprints. For more information, see the property survey here.

Neighbors voiced concerns on flooding, as the creek bordering the site already receives run-off from the Mueller development. New floodplain maps may place portions of this property within the 100-year flood zone. To fulfill the city’s requirement of on-site rainwater detention, PSW proposed underground-detention tanks in the mixed-use development and retention ponds for the residential option.

As the property is already under contract, there is limited time to provide input. PSW has mailed notices to all SWNA addresses announcing the 7 p.m. October 8 meeting at Genesis Presbyterian Church, 1507 Wilshire Blvd, and Cherrywood neighbors from south of 38 ½ are welcome to attend. SWNA is expected to hold a neighborhood meeting in late October, and a vote on these proposals will likely be on the agenda. CNA will not take a position on the issue until November.
